Issues at stake in the payment industry and access to local authority services using an NFC mobile phone (March 2011)
What are the mobile payment solutions currently available? Which precautions need to be taken when implementing them, bearing in mind rules and regulations relating to public finances ? What are the conditions for implementation of a payment system or controlled access to public services with an NFC mobile phone?
The mobile contactless services Forum, with the help of the Caisse des Dépôts, have just published a study about “The issues at stake with mobile payments and access to local authority services using NFC mobile phones”. This study provides a response to questions currently raised by local councillors and all managers in the public and private sector who are involved in public service provisions. The study features concrete examples, provides a global presentation of existing solutions and those barely emerging, detailing their advantages and their weaknesses, and proposes an operational method for implementing contactless payments for local authorities. This study was presented to members and partners of the mobile contactless services Forum at the conference about “The contactless mobile sector, a new universe for regional based services", which took place on March 3rd, 2011, under the auspices of Eric Besson, Minister of Industry, Energy and the Digital Economy
